Budgeting, Public Internal Financial Control (PIFC) and Internal
Audit
Background:
The delegation of the European Union to Bosnia and Herzegovina
intends to fund technical assistance to the Ministries of Finance
of Bosnia and Herzegovina, Republika Srpska and the Federation of
Bosnia and Herzegovina in order to assist them in strengthening the
effectiveness, efficiency and equity of public expenditure
management, promote more efficient and effective use of government
resources, and to strengthen internal controls by managers at all
public sector levels. The project is expected to have two
components, building on a previous DFIS-funded project supporting
the development of performance budgeting and the on-going project
introducing public internal financial control inn Bosnia and
Herzegovina. SIPU International will tender for the project as
partner in a Consortium, comprising the firms that have implemented
the previous as well as the on-going project.
Job Description
SIPU are in particular looking for highly qualified long-term
experts in performance budgeting and public internal financial
control. Short-term experts may also be of interest. Detailed Job
Descriptions are not yet available. The project are expected to
cover the following areas:
- Review of the program budgeting
structure
- Review of budget execution and how it is
measured
- Development of legislation, policies and
instructions for program budgeting and budget execution
- Strengthening the capacity of the Central
Harmonisation Units
- Support to public financial management,
internal control and internal audit in public institutions
- Training in public internal financial
control
Candidates Profile:
Long-term experts in the areas for consultancy and training,
short-term experts are also of interest.
Key Qualifications and required skills
- Professional experience of working with the
EU concept of PIFC
- Professional expertise in one or several
areas for consultancy and training
- Professional Experience of introducing
Program Budgeting or EU's concept of PIFC in transitional
countries, including institutional development as well as
training
- Work experience from South-eastern
Europe
- Full professional proficiency in
English
- Experience of working with a participatory
approach
- Excellent personal skills and communication
skills
- For one of the positions: Team Leader
experience in EU-funded projects
