SIPU International refers gender to the
economic, social and cultural attributes and opportunities
associated with being female or male in a specific context and
defined by socialization processes and the nature of relations
between women and men including the ideas of what it means to be a
woman or a man. Gender relations define how women and men, boys and
girls organize their lives in all aspects, their responsibilities,
possibilities, restrictions and needs.
The core of all Gender implementation is Change
Management. Changing social structures and norm systems is
not an easy task, and calls for cross-cutting all-encompassing
actions to be carried out together with involved stakeholders,
co-operation partners and target groups. As gender intersects with
other power relations such as those based on age, class, "race",
caste and ethnicity etc power relations will be differently
manifested in different contexts and different parts of the
world.
At SIPU International pragmatic and efficient
gender-approaches and methodology are a natural part of all our
projects and we also carry out projects with gender equality as the
main objective.
When we work with gender implementation within
sector programmes we work in teams where sector specific knowledge
is complemented by a gender approach, method and knowledge. In
SIPU's experience this is a prerequisite for effective gender
implementation. For example we work with Gender and Public
Financial Management; integrating gender in Public
Administration reform; Gender and Climate
Change,Gender and Trade, Gender and Urban
Planning our focus and aim is the sector specific goals and
processes. Gender-perspectives and tools are crucial for reaching
good results in the respective sectors, but should never stand
alone and always be an integral part.
